It's a kit style originating from SportsTemplates as FMScout acquired permission to use their "soccer shirt template v2" to produce kit packs for FM. The template was edited by Orthodox and Flut to reach its current state.

This is one of the best and good looking kits style around Football Manager community.

What software can I use to make the kits?

Photoshop or some similar program. Also there is Kitbasher (only for PC) free app for making 2D and 3D kits.
